Ewing Irrigation – Hockley Phase I & II Site Development

Project Overview

Lentz Engineering was selected to provide civil design and permitting services for Phase II of Ewing Irrigation’s Hockley site, located along Hempstead Road. The project includes two commercial structures totaling over 40,000 square feet, along with paving, detention, drainage, utility infrastructure, and stormwater quality features across a 5-acre site.

Our scope also included coordination with Harris County, submittals for TxDOT driveway access, and compliance with local stormwater quality regulations. We supported revisions to civil plans in response to field changes and comments from Harris County Public Infrastructure Department (HCPID) and coordinated permit requirements with multiple agencies.

Key Services Provided

Project Overview

Lentz Engineering is providing professional civil engineering and surveying services for the development of large-scale sand pit mining operations and future detention pond infrastructure across multiple sites in Brazoria County and Iowa Colony. These undeveloped parcels—ranging from 84.5 to nearly 150 acres—require extensive grading, access planning, utility coordination, and regulatory permitting to support future excavation, drainage control, and long-term site operation.

The project includes layout and design of dirt access roads, settling ponds, and perimeter ditches, as well as preparation of full construction drawings. Additional services include geotechnical investigation, floodplain mitigation, and no-rise analysis for compliance with City and County standards.

Lentz Engineering is currently assisting a confidential energy services client with civil engineering and permitting services to bring their multi-structure commercial site into full compliance with local development regulations. The property was cited for unpermitted structures, requiring immediate action to assess existing improvements, develop as-built documentation, and secure civil permits through Harris County.

Our team conducted onsite investigations, identified permit violations, and is preparing comprehensive civil construction drawings to support detention infrastructure, grading, and utility planning. This project required close coordination with county officials to meet deadlines, address code violations, and support the client in navigating a complex permitting path for legacy development.
