Dr. Issa Mahmoud Issa, PhD, PE — Structural Engineer & Pavement Specialist

Dr. Issa brings over a decade of experience in non-destructive pavement testing (FWD, GPR), materials characterization, and data analytics. His background spans DOT test roads, research at Texas A&M, and leadership in private-sector pavement evaluation projects.
At Lentz Engineering, he leads our Inspection & Evaluation Group, providing clients with data-driven, practical maintenance and design solutions statewide.

Pavement Evaluation & Testing 

We perform visual condition surveys and targeted testing to understand what’s failing and why—then map treatments that save money over the pavement life cycle. Capabilities include GPR (layer thickness, moisture/voids), FWD (structural capacity), DCP and cores (materials & thickness confirmation), with accredited lab support as needed . Our lead pavement engineer (Issa, PhD, PE) brings advanced NDT interpretation and materials characterization background to translate data into practical actions .
