Inspection & Evaluation Services
Pavement, Bridge & Facility Assessments — PE-Led Insights That Save Time & Money
Lentz Engineering provides practical, PE-led inspection and evaluation services that help owners, developers, and public agencies find issues early, prioritize maintenance, and extend asset life. We pair boots-on-the-ground fieldwork with data-driven analysis to deliver clear, permit-ready recommendations—not 100-page reports that sit on a shelf.
What we inspect: pavements (roads, parking lots, private drives), bridges & culverts, site structures (retaining walls, slabs, channels), and stormwater systems.
Meet Our Pavement & Evaluation Lead
Dr. Issa Mahmoud Issa, PhD, PE — Structural Engineer & Pavement Specialist
Dr. Issa brings over a decade of experience in non-destructive pavement testing (FWD, GPR), materials characterization, and data analytics. His background spans DOT test roads, research at Texas A&M, and leadership in private-sector pavement evaluation projects.
At Lentz Engineering, he leads our Inspection & Evaluation Group, providing clients with data-driven, practical maintenance and design solutions statewide.
Why Clients Choose Lentz
PE-led evaluations. Every scope is led by licensed Texas engineers with civil/structural depth.
Right-sized findings. Clear photos, mapped locations, and prioritized actions—priced for budgets.
Coordination from day one. We work directly with our clients to keep your project moving.
Pavement Evaluation & Testing
We perform visual condition surveys and targeted testing to understand what’s failing and why—then map treatments that save money over the pavement life cycle. Capabilities include GPR (layer thickness, moisture/voids), FWD (structural capacity), DCP and cores (materials & thickness confirmation), with accredited lab support as needed . Our lead pavement engineer (Issa, PhD, PE) brings advanced NDT interpretation and materials characterization background to translate data into practical actions .
Typical outcomes:
Root-cause findings: (drainage/subgrade, aging, construction deficiencies) with photos and locations
Prioritized M&R plan: (crack seal, patches, overlays, drainage fixes) with budget ranges and lifecycle notes
Rehab Design: TxDOT-compliant calcs if needed.
Bridge & Structural Condition Assessments
We deliver focused bridge/culvert inspections and structural reviews for private and public owners—tying field observations to practical repairs and, when needed, design-level follow-up (load checks, foundation/retaining wall design, details). Our small-team model means faster scheduling and consistent PE oversight.
Facility & Site Infrastructure Inspections
For campuses, HOAs, logistics yards, and retail centers, we evaluate parking lots, driveways, slabs-on-grade, retaining walls, channels, and inlets. You’ll get a photo-rich report, color-coded map, and a 1–3–5-year action plan with budget ranges to support board decisions and capital planning (aligned with the tiered approach below).
Tiers of Service (Choose the level that fits your goals & budget)
| Tier | Overview | Scope of Work | Deliverables | Best For |
| Tier 1 — Condition Survey & Maintenance Plan (entry-level, fast turnaround) | Visual pavement condition survey and maintenance planning. | • Site walkthrough & visual distress identification (cracking, rutting, potholes, edge failures)• Drainage review and contributing site factors• Condition ratings (PCI or custom scoring) and photo-logged map• 1–3–5-year Maintenance & Rehabilitation (M&R) plan with budget ranges | • Concise report with condition summary• Color-coded pavement condition map• Stakeholder presentation (as needed) | HOAs, property managers, facility owners |
| Tier 2 — Evaluation & Targeted Testing (data-backed decisions) | Data-driven testing and engineering analysis for root-cause determination. | • Non-destructive/destructive testing as needed: GPR, FWD, selective cores, DCP• Accredited lab testing coordination• Root-cause analysis (materials, base/subgrade, drainage, load)• Refined M&R strategy with life-cycle context | • Engineering evaluation report with photos and test results• Recommendations for maintenance or rehabilitation | Clients needing deeper evaluation before repair or capital budgeting |
| Tier 3 — Design for Rehab/Reconstruction (capital projects) | Full design for pavement rehabilitation or reconstruction projects. | • Pavement design and calculations (asphalt, concrete, composite)• Integration of detention/drainage improvements (if needed)• Plan sets, specifications, quantities, and opinion of probable cost | • Submittal-ready design package• Compliant with AASHTO and Tx guidelines | Owners and agencies pursuing rehabilitation or reconstruction |
Process & Deliverables
1. Listen & scope. Clarify objectives, budget, and timing.
2. Fieldwork. Visual survey + targeted testing (only what’s needed to answer the question).
3. Analysis. PE-led review; tie symptoms to causes; quantify risk and cost.
4. Action plan. Prioritized fixes with map, photos, and budget ranges.
5. Design support. When ready, we move seamlessly into design and permitting.
Standard deliverables
Photo-rich, plain-English report
Color-coded condition map (segments and priorities)
Prioritized M&R plan (1/3/5-year) with opinion of costs
Optional board/owner presentation
